Two students in the same private college can pay very different fees depending on their seat category. That is not necessarily unfair — but the fee for every category should come from an official source, not from a negotiation. This guide explains how fees are set and how to check yours.
Why fees are regulated at all
Private unaided colleges are allowed to recover their costs and earn a reasonable surplus for development, but the Supreme Court has held that they cannot profiteer or charge capitation fees. To balance these, states set up fee regulatory committees, usually chaired by a retired judge, to examine each institution's accounts and approve its fees. Medical and dental colleges
- In private medical and dental colleges affiliated to state universities, fees are usually fixed by the state fee regulatory committee, often with separate figures for state quota, management quota and NRI seats.
- In deemed universities, fees are set by the institution and published through MCC counselling, subject to regulatory guidelines and court orders.
- In 2022, the National Medical Commission issued guidelines that fees for half of the seats in private medical colleges and deemed universities should be on par with fees in government medical colleges of that state. How this is applied depends on the state, the institution and court decisions, so check the current fee notice for your seat.

Engineering, management and other professional courses
- In many states, a fee regulatory authority approves fees for private engineering, pharmacy, management and other professional colleges.
- AICTE has, at different times, issued guidance on fee structures for technical institutions.
- Private universities established by state Acts typically set fees under the oversight mechanisms in their Act and state regulations.
What a fee usually includes — and excludes
- Tuition fee — the main regulated component.
- Other fees — development, examination, library or university fees may be listed separately.
- Hostel and mess — usually separate and sometimes optional.
- Refundable deposits — caution money or security deposits.

How to check the fee you are quoted
- Find the fee notification of the state fee committee or the fee schedule in the counselling information bulletin.
- Check the institution's official website for its published fee for your category.
- Ask for a written fee schedule on the institution's letterhead.
- Pay only to the institution's official account and get a receipt for every payment.
